Tenant onboarding is a connectivity service — the estate acts as the ISP of record — so the backbone must be multi-tenant from day one: per-tenant VLANs and QoS, metered handoffs, estate-wide CCTV and smart-utility telemetry on their own segments, and energy assets (solar SCADA, substations) cyber-hardened behind an explicit IT/OT boundary.
